EC Launches EUR 4.5B Mediterranean Clean Energy Platform

AI Summary

The European Commission has introduced the T-MED Investment Platform to encourage large-scale investment in renewable energy and clean technologies across the Mediterranean region. The platform offers up to €4.5 billion in guarantee capacity for eligible projects and forms part of the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation Initiative (T-MED), a flagship initiative under the Pact for the Mediterranean.

The initiative aims to strengthen Mediterranean clean energy cooperation by improving access to finance and supporting the development of commercially viable projects. Dubravka Šuica, European Commissioner for the Mediterranean, presented the platform at a stakeholder event in Brussels. Representatives from European and international financial institutions, private investors and project developers attended the event to explore investment opportunities and identify projects eligible for European Commission support.

The guarantees will be delivered through the European Fund for Sustainable Development Plus (EFSD+). By reducing investment risks, the mechanism is designed to attract private capital and accelerate project development. The platform will also facilitate connections between project developers, financial institutions and investors to help transform investment proposals into operational projects.

Renewable Energy Infrastructure and Clean Technology in Focus

The Mediterranean region has considerable untapped renewable energy potential, particularly in solar and wind power. The platform will support projects covering renewable electricity generation, renewable hydrogen, electricity transmission and distribution networks, energy storage, cross-border electricity interconnections and clean technology manufacturing. Beyond financial assistance, the initiative will address regulatory and infrastructure barriers that can slow investment in Mediterranean clean energy.

Planned activities include improvements to permitting procedures, grid access, regulatory frameworks and power purchase agreements. The initiative will also promote skills development and strengthen local clean technology supply chains to support sustainable regional growth. Several projects in Egypt demonstrate these priorities. T-MED is supporting a €1.6 billion programme to modernise and expand Egypt’s national electricity grid. The programme includes new substations and advanced transmission lines designed to connect solar and wind power generated in the Red Sea and Gulf of Suez regions to the national grid. These investments are expected to reduce transmission losses, improve electricity reliability and reinforce energy security.

Egypt Advances Green Ammonia, Solar and Wind Projects

Another project supported by the initiative is a green ammonia facility in Ain Sokhna, Egypt, valued at €575 million. The project uses European electrolyser technology, with the green ammonia produced intended for export to the European Union market. Egypt is also developing one of Africa’s largest hybrid solar photovoltaic installations, valued at approximately €430 million and enabled through an EU guarantee.

In addition, the Niat and Rasgha wind projects are expected to contribute 500 MW of onshore wind capacity in the Gulf of Suez. These developments are intended to strengthen Egypt’s renewable energy supply and support its future hydrogen production ambitions using European wind technology. Together, the projects demonstrate how financing mechanisms and technology cooperation can support the expansion of Mediterranean clean energy infrastructure.

Tunisia Projects and Long-Term Regional Investment Goals

In Tunisia, T-MED is supporting the development of two 100 MW solar photovoltaic plants, alongside their associated transmission infrastructure. The projects involve EU support of approximately €92 million and €80 million, respectively. They are intended to encourage private-sector participation in Tunisia’s power sector while strengthening energy security and resilience.

The T-MED Investment Platform reflects the European Union’s wider objective of building a connected, prosperous and resilient Mediterranean region through energy cooperation and sustainable investment. By 2035, T-MED aims to mobilise up to €25 billion in expected investments across renewable energy generation, electricity grids, cross-border interconnections and clean technologies. The initiative also aims to train and upskill up to 10,000 workers, creating employment opportunities and helping develop the skilled workforce needed for the region’s clean energy transition.
