The U.S. Department of Energy’s (DOE) Office of Energy Dominance Financing (EDF) has announced a conditional loan commitment of up to $4.2 billion to support nuclear uprates and modernization across Vistra’s nuclear fleet in Pennsylvania and Ohio. The financing is intended to strengthen the availability of reliable American energy, reinforce the grid, reduce costs, and respond to rising power demand throughout the 13-state PJM Interconnection, L.L.C. (PJM) region. The announcement represents a major development for Vistra nuclear fleet modernization, with the planned projects focused on increasing output from existing nuclear facilities while maintaining their role in supplying reliable power.
The DOE said the Vistra nuclear fleet investment supports President Trump’s Executive Order ‘Reinvigorating the Nuclear Industrial Base’ and represents another significant step toward restoring American nuclear leadership.
“President Trump promised to unleash an American nuclear renaissance, and the Energy Department is delivering,” said U.S. Secretary of Energy Chris Wright.
The projects are expected to preserve nearly 4 gigawatts (GW) of reliable baseload power, enough to power more than 3 million homes, while adding 433 megawatts (MW) of new nuclear capacity. Through Vistra nuclear fleet modernization, the projects are also expected to address growing electricity demand in Pennsylvania, Ohio, and across the PJM region. The investment will support approximately 3,000 project-related jobs in engineering, construction, and planned outage work, while preserving thousands of permanent, well-paying jobs.
Nuclear Uprates to Extend Existing Plant Operations
Vistra’s planned investments at Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio are designed to increase electricity production from existing nuclear plants. The projects will do so without requiring new transmission corridors or equivalent new generation resources. They are also intended to support the operation of the plants for an additional 20 years beyond their existing licenses. The EDF conditional loan commitment includes an option to finance potential future uprates at Vistra’s Comanche Peak Nuclear Power Plant in Texas.
“President Trump and Secretary Wright have set a clear direction for America’s nuclear future, and EDF is financing the projects that advance that mission,” said EDF Director Gregory A. Beard.
“These investments will extend the life of existing reactors, increase nuclear generation, and deliver abundant, around-the-clock power to lower costs and power American prosperity for decades to come,” he added.
DOE Loan Remains Subject to Conditions
The conditional commitment does not yet represent the final funding of the loan. While the commitment indicates DOE’s intent to provide a loan, Vistra must first satisfy certain technical, legal, environmental, and financial conditions. The Department will enter into definitive financing documents and fund the loan only after those conditions have been met. The proposed financing and modernization program remains focused on Vistra’s nuclear facilities in Pennsylvania and Ohio, with the potential future inclusion of uprates at Comanche Peak Nuclear Power Plant in Texas.
