The Philippines has begun construction of its first integrated solar and battery energy storage facility in Pampanga, marking a significant step toward expanding localized clean energy infrastructure. The Pampanga solar and battery project is being developed in the municipality of Magalang through a partnership between Citicore Renewable Energy Corporation and Pampanga I Electric Cooperative. The facility will bring together a 41 MWp solar power plant and a 53 MWh battery energy storage system, enabling renewable electricity to be both generated and stored for local consumption.
The project’s embedded design is a central feature of the development. Rather than transmitting electricity through the national transmission grid, the facility will provide power directly to the local distribution network operated by the electric cooperative. This arrangement can reduce transmission-related energy losses, as electricity will not need to travel over long distances through high-voltage transmission infrastructure. By locating renewable generation and storage closer to consumers, the Pampanga solar and battery project is also expected to support grid stability in the region. The localized supply can help address local power requirements while reducing exposure to additional costs associated with congestion on the national transmission system.
Renewable Energy Support and Local Power Supply
The integrated facility will also assist the electric cooperative in meeting the Philippines’ Renewable Portfolio Standards, which encourage electricity distributors to raise the proportion of renewable energy in their power supply. According to the project partners, reducing electricity costs for consumers remains one of the initiative’s primary objectives. Combining solar generation with battery storage is expected to deliver a more stable and reliable electricity supply while supporting the region’s growing electricity demand. The project builds on a commercial partnership established between Citicore Renewable Energy Corporation and Pampanga I Electric Cooperative in 2024. Since then, the two organizations have worked together on energy supply solutions intended to reduce pressure on electricity bills and strengthen the local power supply.
Completion Targeted for Second Half of 2027
Construction of the Pampanga solar and battery project is now officially underway, with full completion targeted for the second half of 2027. Once operational, the facility is expected to demonstrate the integration of renewable generation and energy storage directly into local distribution networks. The Pampanga solar and battery project could also serve as a model for other electric cooperatives and distribution utilities in the Philippines that are seeking to develop localized renewable energy systems. Such systems can help improve reliability while supporting efforts to manage electricity costs and meet renewable energy requirements.
