Algeria and China have reaffirmed their commitment to strengthening ties in the energy sector, identifying renewable energy, green hydrogen, carbon footprint reduction and industrial cooperation as strategic areas for future engagement. The understanding emerged during discussions held on 27th June 2026 between Algeria’s Minister of Energy and Renewable Energies Mourad Adjal and Han Wenxiu, Deputy Director of the Executive Office of the Central Financial and Economic Affairs Commission and Director of the Office of the Central Rural Work Leading Group of the People’s Republic of China. Senior officials representing Algeria’s energy sector also participated in the meeting.
During the talks, Adjal emphasized the depth of the long-standing strategic relationship linking the two countries in energy development. He praised the role played by Chinese companies in delivering major renewable energy infrastructure projects throughout Algeria, describing their contribution as an important element of the bilateral partnership.
Adjal specifically pointed to the construction of Algeria’s largest photovoltaic power plant in Touila (Fouila), highlighting it as a notable example of successful renewable energy cooperation between the two nations.
Green Hydrogen, Carbon Reduction and Technology Transfer Take Center Stage
Adjal also called for a wider scope of collaboration that extends beyond traditional energy activities. He stressed the importance of benefiting from Chinese expertise in reducing carbon emissions, promoting green hydrogen as an alternative energy source, and enhancing cooperation in training programs aimed at developing specialised human resources.
In addition, Adjal underlined the need to accelerate projects currently being implemented by Chinese companies in Algeria, particularly the combined-cycle power plant in Tébessa Province and the Birine power generation project in Djelfa Province.
For his part, Han Wenxiu praised the current level of cooperation achieved in the energy sector and expressed support for the proposals presented by the Algerian side. He reiterated China’s willingness to expand collaboration in wind and solar energy while supporting the manufacturing of solar panel components and related equipment. The position reflects Beijing’s interest in strengthening both industrial and technological partnerships with Algeria and advancing further renewable energy cooperation across multiple segments of the energy value chain.
Commitment to a Long-Term “Win-Win” Partnership
At the conclusion of the meeting, Algeria and China agreed to work toward creating favorable conditions for advancing bilateral cooperation in energy and renewable energies. The two sides emphasized that future initiatives would be guided by a mutually beneficial “win-win” partnership consistent with the strategic vision and shared ambitions of the leaderships of both countries.
