EU Approves €400m Greek Scheme for Cleantech Manufacturing

The European Commission has cleared a €400 million Greek State aid scheme aimed at boosting cleantech manufacturing capacity in support of the Clean Industrial Deal and the broader transition to a net-zero economy. The approval was granted under the Clean Industrial Deal State Aid Framework (CISAF), which the Commission adopted on 25 June 2025. The initiative, notified by Greece under Section 6.1 of the CISAF, is designed to back strategic investments that expand cleantech manufacturing and strengthen Europe’s industrial base in net-zero technologies.

Under the scheme, financial support will be directed toward projects that increase cleantech manufacturing capacity for the production of net-zero technologies and their main specific components listed in Annex II of the CISAF. This includes output generated using secondary raw materials, as well as the production of new or recovered related critical raw materials essential for final products or key components. Assistance will be provided through direct grants and tax advantages, and the programme will be accessible to companies across the entire territory of Greece. Aid under the measure may be granted until 31 December 2030. By targeting cleantech manufacturing in this way, the scheme seeks to reinforce domestic industrial capabilities aligned with EU climate objectives.

In its assessment, the Commission determined that the Greek measure satisfies the requirements set out in the CISAF. It found that the support will incentivise the production of clean technologies, their principal components, and the necessary critical raw materials. The Commission concluded that the scheme will help the EU accelerate the transition towards a net-zero economy while facilitating the development of economic activities central to the Clean Industrial Deal. The approval is consistent with Article 107(3)(c) of the Treaty on the Functioning of the EU and adheres to the conditions established in the CISAF. On that basis, the aid measure was approved under EU State aid rules.

The CISAF, adopted on 25 June 2025, provides Member States with a structured framework to support sectors vital to the net-zero transition. It enables measures to accelerate renewable energy and low-carbon fuels deployment, offer temporary electricity price relief for energy-intensive users, facilitate industrial decarbonisation, ensure sufficient clean technology manufacturing capacity, and de-risk private investments in clean energy, industrial decarbonisation, cleantech manufacturing, energy infrastructure, and circular economy projects.
