American Electric Power (AEP), a major U.S. utility company, has announced plans to develop a 702MW fuel cell power facility near Cheyenne, Wyoming, to provide electricity for Google. Announced on the 14th, the project represents an investment of approximately $4 billion and is intended to address rising electricity requirements associated with the expansion of AI and cloud services.

The facility will operate as a dedicated power source for Google under a 20-year power purchase agreement (PPA), ensuring a long-term arrangement for electricity supply. Construction is scheduled to begin in 2026, with full-scale operation targeted by the end of 2028. Under the agreement, Google will purchase the electricity generated at the plant, while AEP will develop and own the generation assets. This arrangement allows AEP to retain ownership of the infrastructure and secure demand and revenue through the long-term contract, rather than transferring ownership of the power plant to Google. The proposed fuel cell power facility is part of a model in which utilities develop dedicated generation infrastructure to meet the requirements of major electricity consumers.

Project Ownership and Fuel Cell Technology

The project will be developed through Cheyenne Fuel Cell LLC, in which AEP holds and controls approximately 92% of the company. The remaining 8% is owned by a fund advised by infrastructure investment firm Basalt Infrastructure Partners. The arrangement illustrates an alternative approach for IT companies seeking dependable electricity supplies for their data centers, with utilities and large-scale consumers working together through long-term contractual commitments.

The fuel cell power facility will use Solid Oxide Fuel Cell (SOFC) technology developed by Bloom Energy. Unlike conventional thermal power generation, which relies on turbines, SOFC technology produces electricity through electrochemical reactions without combustion, even when fuels such as natural gas are used. The technology is considered suitable for large-scale data centers because units can be installed relatively quickly at required locations, while electricity supply can be adjusted to meet demand. These characteristics are relevant to the project’s objective of supplying power for Google’s expanding electricity requirements.

Carbon Capture Plans and Emissions Reduction

AEP has also indicated plans to incorporate Carbon Capture and Storage (CCS) technology into the fuel cell power facility. Although natural gas will be used to generate electricity, the company aims to bring net emissions close to zero by capturing carbon dioxide. However, the technical specifications for this integration remain at the planning stage. The actual effectiveness of emissions reductions during operation has yet to be verified, leaving the proposed environmental performance subject to confirmation as the project advances.

AEP Expands Generation Investment

For AEP, the development represents a move beyond its traditional regulated regional power supply business towards a model in which generation assets are developed specifically for major clients. The company has also announced plans to invest a total of $78 billion between 2026 and 2030 to strengthen its transmission grid and power supply capacity. AEP serves approximately 5.6 million customers across 11 U.S. states and operates about 33GW of generation capacity, including owned and contracted assets. The planned fuel cell power facility provides a specific investment opportunity for the utility to address growing electricity demand while expanding its generation capabilities for large-scale power consumers.

The U.S. Department of Energy’s (DOE) Office of Energy Dominance Financing (EDF) has announced a conditional loan commitment of up to $4.2 billion to support nuclear uprates and modernization across Vistra’s nuclear fleet in Pennsylvania and Ohio. The financing is intended to strengthen the availability of reliable American energy, reinforce the grid, reduce costs, and respond to rising power demand throughout the 13-state PJM Interconnection, L.L.C. (PJM) region. The announcement represents a major development for Vistra nuclear fleet modernization, with the planned projects focused on increasing output from existing nuclear facilities while maintaining their role in supplying reliable power.

The DOE said the Vistra nuclear fleet investment supports President Trump’s Executive Order ‘Reinvigorating the Nuclear Industrial Base’ and represents another significant step toward restoring American nuclear leadership.

“President Trump promised to unleash an American nuclear renaissance, and the Energy Department is delivering,” said U.S. Secretary of Energy Chris Wright.

The projects are expected to preserve nearly 4 gigawatts (GW) of reliable baseload power, enough to power more than 3 million homes, while adding 433 megawatts (MW) of new nuclear capacity. Through Vistra nuclear fleet modernization, the projects are also expected to address growing electricity demand in Pennsylvania, Ohio, and across the PJM region. The investment will support approximately 3,000 project-related jobs in engineering, construction, and planned outage work, while preserving thousands of permanent, well-paying jobs.

Nuclear Uprates to Extend Existing Plant Operations

Vistra’s planned investments at Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio are designed to increase electricity production from existing nuclear plants. The projects will do so without requiring new transmission corridors or equivalent new generation resources. They are also intended to support the operation of the plants for an additional 20 years beyond their existing licenses. The EDF conditional loan commitment includes an option to finance potential future uprates at Vistra’s Comanche Peak Nuclear Power Plant in Texas.

“President Trump and Secretary Wright have set a clear direction for America’s nuclear future, and EDF is financing the projects that advance that mission,” said EDF Director Gregory A. Beard.

“These investments will extend the life of existing reactors, increase nuclear generation, and deliver abundant, around-the-clock power to lower costs and power American prosperity for decades to come,” he added.

DOE Loan Remains Subject to Conditions

The conditional commitment does not yet represent the final funding of the loan. While the commitment indicates DOE’s intent to provide a loan, Vistra must first satisfy certain technical, legal, environmental, and financial conditions. The Department will enter into definitive financing documents and fund the loan only after those conditions have been met. The proposed financing and modernization program remains focused on Vistra’s nuclear facilities in Pennsylvania and Ohio, with the potential future inclusion of uprates at Comanche Peak Nuclear Power Plant in Texas.
The post U.S. DOE Commits USD 4.2B to Modernize Vistra Nuclear Fleet appeared first on Power Gen Advancement.

East Point Energy, a subsidiary of Equinor, has officially finalized construction and commenced operations at the Citrus Flatts Energy Storage Project. Located in Harlingen, Texas, the facility features a 100 MW/200 MWh capacity. This energy storage project launch represents the fifth battery storage facility Equinor has brought into commercial production over the last four years.

“The start-up of these facilities underscores Equinor’s ambition to grow its integrated power business, delivering flexible and reliable energy solutions in attractive power markets,” said Christian Lie Hansen, Equinor vice president of onshore renewables Americas and chair of the East Point Energy board.

Advancing Independent Power Capabilities

The Citrus Flatts site is the second project for East Point Energy, following the 10 MW/20 MWh Sunset Ridge facility. These developments signal the company’s transition from a project developer to an independent power producer. By integrating the Citrus Flatts Energy Storage Project with the Sunset Ridge site, the company can now supply electricity to approximately 30,000 homes in the Texas region for up to two hours.

Both facilities operate on a merchant basis within the regional power market. To support this, Equinor utilizes an integrated approach involving asset management and portfolio optimization. This strategy is further supported by collaborations with Danske Commodities to enhance operational performance within the power market.

Role in Regional Grid Stability

Battery storage assets are identified as essential components for maintaining grid stability and energy security. By capturing excess electricity and releasing it during peak demand, these systems help balance supply and support affordability.

Economic and Infrastructure Impact

Texas stands out as both the largest oil and gas-producing state in the US and its leading renewable energy state. It generates more wind power than any other state and is quickly emerging as one of the world’s major solar energy markets, strengthening the role of battery storage in providing greater flexibility to its evolving energy system.

“This project will generate millions in tax revenue to support local priorities. As energy demand surges across Texas, it will strengthen the electrical grid and help keep energy costs affordable for families and businesses,” said Andrew Foukal, CEO of East Point Energy.

Expansion Beyond Texas

The company continues to develop its portfolio in other regions, with construction currently underway for four additional projects in Virginia. This portfolio, totaling 80 MW/160 MWh, is scheduled to reach commercial operation by early 2027, further contributing to grid stability across the company’s broader operational footprint.
The post Equinor Launches Its Largest Energy Storage Project in U.S. appeared first on Power Gen Advancement.

Kairos Power announced the Nuclear Center for Advanced Manufacturing and Precast (NuCAMP), an initiative designed to advance new manufacturing and construction methods while developing vocational training for skilled workers in East Tennessee. The NuCAMP initiative is intended to support the deployment of advanced nuclear reactors by bringing together industry, research organisations and educational institutions. Under a signed Memorandum of Understanding, Kairos Power will lead the initiative in collaboration with Oak Ridge National Laboratory (ORNL), the University of Tennessee-Knoxville, the Institute for Advanced Composites Manufacturing Innovation (IACMI), Barnard Construction, Roane State Community College, Chattanooga State Community College, and Oak Ridge Schools. Kairos Power is also exploring opportunities with international collaborators Samsung C&T Engineering & Construction Group and Cambridge Vacuum Engineering, which could provide strategic advisory services in advanced manufacturing and construction.

The participating organisations have agreed to an initial 12-month exploration phase to establish how they can work together on programs aimed at qualifying advanced manufacturing and construction methods for nuclear applications. The effort will also examine ways to create career pathways for engineers and skilled tradespeople who can apply these methods in new nuclear facilities.

“Delivering affordable advanced reactors at scale will require more than a strong design. We need innovative manufacturing processes, the code basis to qualify them, and people with the right skills to apply them in building new nuclear facilities,” said Ed Blandford, Chief Technology Officer and co-founder of Kairos Power.

“By combining industry perspectives with the R&D power of our national labs and the strengths of our academic partners through NuCAMP, we can create new capabilities that will benefit the entire Tennessee nuclear community and the broader industry at large,” he added.

Dr. Stephen Streiffer, Director of Oak Ridge National Laboratory (ORNL), said, “NuCAMP reflects the power of East Tennessee’s innovation ecosystem—industry, a national laboratory, and educational institutions working together to solve real deployment challenges.”

“Through DOE’s Manufacturing Demonstration Facility (MDF) at ORNL and our broader research capabilities, we look forward to helping mature advanced manufacturing and construction methods for the nuclear industry while supporting the workforce needed to bring next-generation reactors to market,” he added.

NuCAMP targets new nuclear construction methods

The NuCAMP initiative adopts a holistic approach to introducing promising manufacturing and construction methods into the U.S. nuclear industry. Its structure incorporates the input of research and development partners, workforce partners, and companies actively building advanced reactor projects. Kairos Power, MDF, the University of Tennessee’s Tickle College of Engineering, and IACMI will contribute research, engineering, and manufacturing expertise to advance the technologies and address code gaps that currently restrict their application in nuclear construction.

The research priorities include precast concrete construction for safety-related nuclear structures, large-format additive manufacturing to create customized forms for producing precast concrete components, wire-arc additive manufacturing to produce vessel sections, nozzles, pump parts, and other large components, and electron beam welding to join large metal components with limited distortion.

Through the NuCAMP initiative, participating teams will also examine opportunities to develop technical information that can support code, regulatory, and licensing engagement for these innovative new technologies. These technologies are not fully qualified under industry codes governing safety-related nuclear structures and components.

Workforce development and East Tennessee facilities

Workforce development is another central element of NuCAMP. Member organisations will explore partnerships for creating new education and training programs for engineers and skilled tradespeople as manufacturing and construction methods continue to mature. The University of Tennessee-Knoxville will evaluate two proposed master’s degree programs, with one focused on manufacturing engineering for factory-based nuclear production and another focused on precast concrete construction.

Chattanooga State and Roane State will assess options for specialised training covering nuclear piping welders, precast production technicians, skid manufacturing technicians, and other roles. Oak Ridge Schools will explore expanding advanced manufacturing and trades pathways for middle and high school students. Collectively, these programs are intended to establish accessible career pathways for Tennessee students and tradespeople, giving them valuable experience alongside university faculty, national lab researchers, and industry professionals while developing skills tailored to the advanced nuclear industry.

Kairos Power’s Reactor Demonstration Campus in Oak Ridge will host the NuCAMP initiative and provide facilities for manufacturing development, workforce training, and collaboration with nearby research and education partners. The campus includes space planned for precast production, equipment assembly, welding, and additive manufacturing.
The post Kairos Power to Boost Nuclear Energy with NuCAMP Initiative appeared first on Power Gen Advancement.

The U.S. Department of Energy is preparing to provide X-energy with another $1 billion for its planned nuclear project with Dow in Texas, potentially taking the total federal funding available to the project since 2021 to as much as $2.15 billion. The proposed additional funding comes through the Advanced Reactor Demonstration Program, which is designed to help next-generation reactors progress toward commercial deployment. CEO Clay Sell said Thursday that DOE had informed X-energy about the additional funding. He also said the DOE grant is currently X-energy’s largest source of revenue. The latest funding will follow the same 50/50 cost-share requirement attached to the original award, requiring federal funding to be matched by private spending.

The scale of the funding reflects the ambition behind the advanced nuclear project, which extends beyond the development of another reactor prototype. X-energy and Dow plan to deploy the technology at Dow’s Seadrift petrochemical and plastics complex in Texas. The reactors are intended to replace existing energy and steam units while supplying both electricity and industrial steam.

Sell said it is expected to become the first grid-scale advanced nuclear reactor deployed to serve an industrial site in North America. Dow and X-energy submitted their construction permit application to the U.S. Nuclear Regulatory Commission last year, with the companies targeting operation in the early 2030s. The project therefore represents an advanced nuclear project intended for an industrial setting rather than a standalone demonstration.

Seadrift Project Tests Commercial Deployment

The funding is directed toward advancing the Seadrift development and supporting the deployment planned by X-energy and Dow. As a result, the advanced nuclear project is positioned as more than a test of X-energy’s reactor design. The Seadrift development will also test whether billions of dollars in federal cost-sharing can move a new nuclear technology through licensing, construction and into commercial operation. With operation targeted for the early 2030s, the project will proceed under the existing construction permit process involving the U.S. Nuclear Regulatory Commission and the stated federal-private cost-sharing structure.
The post U.S. Advanced Nuclear Project Gets $1B More Federal Funding appeared first on Power Gen Advancement.

The United States (U.S.) and Paraguay have formalized a new step in their bilateral relationship by signing a Memorandum of Understanding (MOU) aimed at expanding civilian nuclear cooperation. The agreement extends collaboration between the two countries into civilian nuclear technology, reflecting Paraguay’s continued strategic alignment with the Donald Trump administration.

Paraguay, which remains the only South American nation maintaining diplomatic ties with Taiwan, is broadening cooperation with the United States beyond security and trade to include the nuclear sector. The Strategic Civilian Nuclear Cooperation MOU was signed on the 4th August 2026 at the U.S. Department of State in Washington, D.C., by U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Ruben Ramirez. During the signing ceremony, Rubio stated, “What we seek is not merely a continuously growing relationship but the establishment of a perpetual one. We must create a foundation for bilateral ties that remains unshaken by changes in administrations or political environments.”

Ramirez highlighted the significance of the partnership, saying, “The strategic alliance between our nations is of paramount importance. Beyond bilateral relations, we are closely cooperating on regional security and global issues,” while identifying freedom, democracy, human rights, and the rule of law as the shared principles underpinning the relationship. The agreement marks another milestone in civilian nuclear cooperation between the two countries.

Section 123 Agreement Framework and International Safeguards

The newly signed civilian nuclear cooperation arrangement is structured under the framework of the Section 123 Agreement, which is based on Article 123 of the U.S. Atomic Energy Act. The provision, enacted in 1954, authorizes the transfer of civilian nuclear technology, nuclear materials, and equipment for power generation and scientific research, provided that recipient countries comply with International Atomic Energy Agency (IAEA) safeguards and non-proliferation standards.

In addition, the United States maintains the authority to verify that transferred materials and technology are not redirected for military purposes. The U.S. signed a comparable agreement with Saudi Arabia on 22nd July 2026 and has concluded Section 123 agreements with more than 20 countries, including South Korea, Brazil, and the United Arab Emirates (UAE).

The latest civilian nuclear cooperation agreement also comes at a time of strategic competition between the United States and China for influence in Paraguay. Since taking office in August 2023, President Santiago Peña has placed market-friendly economic policies and stronger pro-U.S. cooperation at the center of Paraguay’s diplomatic approach, strengthening ties with the Trump administration across political, diplomatic, and security areas.
The post U.S., Paraguay Sign Civilian Nuclear Cooperation Agreement appeared first on Power Gen Advancement.

The United States and Saudi Arabia have finalized a landmark nuclear energy cooperation deal that enables the Gulf kingdom to move forward with the development of a civilian nuclear programme. Described by the U.S. energy department as a peaceful nuclear co-operation agreement, the arrangement is expected to provide great access for American companies in the Saudi nuclear energy program.

While the complete text of the agreement has not been released publicly, reports from U.S. media indicate that the framework could eventually permit Saudi Arabia to enrich uranium. Such material can be used as fuel for power plants, but it can also be used to make nuclear bombs. According to experts, such a provision would represent a first for the United States and could increase concerns about future nuclear proliferation in a region already regarded as unstable. The nuclear energy cooperation deal is also accompanied by a bilateral safeguards agreement, according to the U.S. Department of Energy.

In a statement, the U.S. Department of Energy said, “Together, these two agreements lay the legal foundation for a decades-long, multi-billion-dollar partnership that advances several priority economic and strategic objectives, including nuclear nonproliferation.”

Saudi Arabia also issued its own statement, noting that the agreement represents an extension of existing co-operation between the two countries in the energy sector, while highlighting that it follows the Saudi leader’s visit to Washington in November 2025. The nuclear energy cooperation deal further strengthens the existing energy relationship between the two countries and establishes a framework for future cooperation within the civilian nuclear sector.

Regional Security Context and Strategic Implications

The announcement comes against the backdrop of heightened tensions involving the United States, Israel and Iran, where the nuclear issue has remained central to the months-long U.S.-Israeli conflict with Iran. The United States and Israel have maintained that one of the reasons for their February attacks on Iran was to prevent Tehran from developing a nuclear weapon, an allegation that Iran continues to reject.

The announcement also coincides with escalating fighting between the U.S. and Iran. Saudi Arabia, a longstanding U.S. ally, hosts several U.S. military bases that have been targeted by Iranian attacks. The development also follows the announcement made two days earlier by the Houthis in Yemen regarding a “maritime blockade” against the kingdom.

Although detailed provisions of the nuclear energy cooperation deal have not been disclosed, earlier media reports suggested that following a joint study conducted with the United States, Saudi Arabia could receive permission to enrich uranium domestically at a US-built enrichment facility instead of relying on imported fuel supplies. Such a facility could involve billions of dollars in commercial opportunities for US companies participating in its construction.

Beyond the commercial and strategic benefits anticipated from the agreement, another factor believed to have influenced its timing is the reported discussions between Saudi Arabia and both Russia and China regarding similar nuclear cooperation arrangements. The agreement therefore represents a significant diplomatic achievement for Saudi Arabia and carries the potential to reshape power dynamics across the Middle East, although any such changes are unlikely to occur immediately.
The post U.S., Saudi Arabia Sign Nuclear Energy Cooperation Deal appeared first on Power Gen Advancement.
