Samsung C&T, ENEC Partner for Global Nuclear Energy Projects

Samsung C&T E&C group has expanded its worldwide presence in nuclear energy by way of a new strategic partnership along with ENEC, which is the UAE organization behind the nuclear energy plant. On July 29, 2025, both the companies signed an MOU in order to strengthen their partnership on large-scale nuclear development, hydrogen production by way of using nuclear power, and small modular reactors – SMRs.

The initiation took place at the Sofitel hotel in Seoul with the CEO of Samsung C&T Se-cheol Oh and the CEO of ENEC Mohamed Al Hammadi present, along with certain other senior representatives coming from both sides.

Expanding the global nuclear energy projects cooperation

By way of this agreement, the Samsung C&T E&C group, along with ENEC, are going to explore the joint development of nuclear-related projects all throughout international markets. The areas of collaboration include the likes of new nuclear plant construction, existing plant recommissioning, and mergers as well as acquisitions that are related to nuclear infrastructure. Both the companies are going to consider investments within nuclear equipment and suppliers as well as service providers. Together, they also plan to develop a strategic pathway when it comes to long-term cooperation, which is based on their respective strengths. The Samsung C&T E&C group happens to bring experience by way of delivering large-scale infrastructure as well as power generation projects, while ENEC goes on to offer deep expertise when it comes to nuclear plant development, having led the successful rollout of the Barakah plant, which is situated near Abu Dhabi.

Joint focus on hydrogen production and small modular reactors 

This agreement also goes on to outline the plans for joint development and also investment within small, modular reactor – SMRs which happen to be an emerging segment within the energy market. Besides this, the Samsung C&T E&C group and ENEC are going to explore opportunities in order to produce hydrogen by way of nuclear power in Korea as well as other international markets.

In a statement, ENEC stressed that nuclear energy happens to play a very critical role in meeting the growing electricity demand. The organization has already noted that this collaboration would help in speeding up the rollout, investment, and also innovation throughout the nuclear sector with the objective of contributing towards long-term economic growth for both countries.

According to one of the representatives from the Samsung C&T E&C group, who underscored the importance of collaboration within global nuclear energy projects when it comes to driving innovation, nuclear power is indeed necessary to make sure of a stable energy supply. By way of this cooperation with ENEC, they look forward to creating meaningful synergy in both the SMR and large-scale reactor sectors.

Building on a successful track record

It is well to be noted that Samsung C&T is already very active in numerous international nuclear markets. In April 2025, the group went on to secure a contract in order to upgrade unit 1 of one of the plants in Romania named the Cernavoda nuclear power plant.The group is also participating in SMR development projects in Rumania alongside the likes of Fluor, NuScale, and Sargent & Lundy, thereby supporting the front-end engineering design (FEED) process.

The group is also pursuing certain similar expansion efforts across Sweden and Estonia, hence contributing to both large-scale nuclear and SMR development.

Meanwhile, ENEC, on the other hand, has already completed one of the most high-profile nuclear projects in the world by way of investing almost KRW 40 trillion in order to construct and operate 4 Korean-designed reactors within the Barakah site. This project happens to stand as a landmark in international cooperation when it comes to nuclear energy.
